    NEW Prior Service Business Rules 30APR12

      SUBJECT:  Prior Service (PS) Accession Business Rules and Enlisted Call to

      Active Duty (AD) for enlistments into the Regular Army (RA).  (UPDATED)

       

      1.  This is an immediate message and requires dissemination to all recruiting

      personnel.

       

      2.  This message is valid for 2 years from date of publication unless sooner

      rescinded or superseded.

       

      3.  References:

       

          a.  Army Regulation 601-210, Active and Reserve Component Enlistment Program,

      dated 8 February 2011 (with Operational changes), dated 14 June 2011.

       

          b.  Department of the Army Memorandum, Prior Service Accessions Business

      Rules for Grade Determinations, dated 24 April 2012.

       

          c.  MILPER Message 12-117, FY13 Enlisted Call to Active Duty Regular Army

      Program, dated 24 April 2012.

       

          d.  USAREC message 12-015, Operation Blue to Green Enlistment Program, dated

      20 October 2011.

       

          e.  USAREC message 12-090, Prior Service (PS) enlistments into the Regular

      Army (RA), dated 15 February 2012.  (Rescinded)   

       

      4.  The purpose of this message is to announce new guidance on PS Accession

      Business Rules and Enlisted Call to AD for enlistments into the RA.

       

      5.  Effective 1 May 2012, PS enlistments in all Skill Levels, to include Soldiers

      from Sister Services applying for the Blue to Green (B2G) Program, are restricted

      by critical MOS exception according to Human Resource Command (HRC) Accessions

      Business Rules.  This policy does not affect those PS already in Delayed Status

      (DS).  No reductions in pay grade will be favorably considered, no exceptions.

       

      6.  This policy affects all Days of Service (DOS) Soldiers in pay grades E-1 thru

      E-4.  Applicants with 179 days or less on Active Duty are considered DOS.

      Applicants who never shipped to training and have ZERO days of service may apply

      for an exception to policy thru Enlistment Eligibility and Processing Division.

       

      7.  This policy DOES NOT affect Soldiers who are removed from the Temporary

      Disability Retirement List (TDRL).  All Soldiers removed from TDRL will have a

      formal electronic grade determination completed IAW AR 601-210, Chapter 5-51f.

       

      8.  The HRC Business Rules will be updated periodically by HRC.

       

          a.  Applicants in grade E-5 and above must submit a formal electronic request

      for grade determination to CG, USAREC IAW with AR 601-210, Chapter 3-17.

       

          b.  If applicant is MOS qualified in an MOS listed for his/her pay grade in

      paragraph 10a; approval will be granted in his/her grade in current PMOS.

       

          c.  If applicant is not MOS qualified for a MOS listed for his/her pay grade

      in paragraph 10a, then grade will be approved to retrain in an MOS listed in

      paragraph 10b for his/her pay grade if training is available.

       

          d.  Applicants in pay grade E-4 and above who hold MOS 09L, 18E, 18F 42R,

      42S, 46Q, 46R can request an exception to the Business Rules.  Send exception

      request thru GCR as a grade determination.  Exceptions are not always favorably

      considered.

       

          NOTE on MOS 09L; 09L E5s and above that speak a language(s) outside of Farsi,

      Dari or Pashtu could possibly reenter as an 09L as there is a shortage of skill

      level 2 and 3 Soldiers.  Additionally, 09Ls in any grade should meet the

      qualifications for 35P under ACASP.  If reclassification into MOS 35P is desired

      a DLPT score of 2/2 is required and must accompany the grade determination

      workflow.  If approved, applicants will have to attend 35P AIT at Goodfellow AFB.

       

      9.  If an applicant does not hold the grade and MOS that has an open vacancy

      listed in paragraph 10a below, and there are no retraining vacancies in current

      grade listed in paragraph 10b below, request for grade determination for the

      purpose of enlistment in the RA will not be favorably considered due to lack of

      vacancies in MOS and grade.

       

      10.  Accession date for all PS/DOS who enlist for primary option 18 (US Army

      First Assignment Only) will be RSM December 2012, unless otherwise directed by

      the Recruiting Operations Center (ROC).  The following vacancies are available

      provided the applicant is otherwise qualified.

       

          a.  Vacancies by grade and MOS (changes based on the needs of the Army):

       

              (1)  Grades E-1 thru E-4 - 09L, 11B, 12D, 12M, 12N, 12W, 13B, 13D, 13F,

      13R, 14E, 14G, 14T, 15N, 15Q, 15T, 15U, 15W, 18B, 18C, 18D, 25V, 31B, 31D, 35G,

      35N, 35P (language dependent), 35S, 38B, 56M, 68D, 68K, 68M, 68P, 68Q, 68R, 68S,

      68T, 68V, 88L, 89D, 91B, 91F (see note below), 92A, 92R or 94H.

       

              (2)  Grade E-5 - 09L, 11B, 12D, 12M, 12N, 12W, 13B, 13D, 13F, 13R, 14E,

      14G, 14T, 15N, 15Q, 15T, 15U, 15W, 18B, 18C, 18D, 25V, 31B, 31D, 35F, 35G, 35L,

      35N, 35P (language dependent), 35S, 37F, 38B, 56M, 68D, 68K, 68M, 68P, 68Q, 68R,

      68S, 68T, 68V, 68X, 79R, 88L, 89D, 91B, 91F (see note below), 92A, 92R or 94H.

       

              (3)  Grade E-6 - 12D, 14E, 14G, 14T, 15Q, 15W, 18B, 18C, 18D, 31B, 35F,

      35G, 35L, 35N, 35P (language dependent), 35S, 37F, 38B, 56M, 68D, 68M, 68Q, 68R,

      68V, 79R.

       

              (4)  Grade E-7 - 35P (language dependent).

       

              (5)  Grade E-8 and above - no vacancies.

       

      NOTE:  Prior Service applicants that held PMOS 45B are now MOS qualified in

      MOS 91F.

       

          b.  If no vacancy exists, the following MOS will be used for retraining

      (changes monthly based on the needs of the Army):

       

              (1)  Grades E-1 thru E-4 - 18X.

       

              (2)  Grades E-5 and above - no vacancies.

       

          c.  The following vacancies by grade and MOS are available if already

      AIRBORNE qualified.

       

              (1) Grades E-1 thru E-4 - 12B, 12N, 13B, 13D, 13F, 13T, 15W, 25B,

      25C, 25M, 25R, 25S, 35F, 35N, 42A, 68W, 88M, 91B, 91D, 91E, 91F, 91G, 92A,

      92G or 92Y.

       

              (2)  Grade E-5 - 25C, 25R, 42A, 35F, 74D, 91F, 92A or 92Y.

       

          d.  If applicant holds the grade and MOS that is listed in paragraph 10a

      above, the applicant will enlist for Option 18 (U.S. Army First Assignment Only);

      Prior Service Accession Branch (USAREC) will validate MOS qualifications.

       

      11.  All applicants who require a grade determination, Prior Service

      Accession Branch (USAREC) will determine the enlistment grade as

      follows:

       

          a.  Applicant must enlist in the Delayed Status (DS) within 14 days

      of final grade determination.  He/she must understand that the vacancies

      constantly change; if the grade determination expires prior to enlisting

      into the DS, they could be subject to disapproval.

       

          b.  If an applicant does not hold the grade and MOS that has an open vacancy

      listed in paragraph 10a above and there are no retraining vacancies in current

      grade listed in paragraph 10b above, he/she will not be granted accession at this

      time.  Training opportunities exist for MOSs and grades listed in paragraph l0b

      above, however, training is limited.  Administrative reduction is no longer

      authorized to fill a vacancy.

       

      12.  If a renegotiation is approved the DS Soldier may enlist under current HRC

      business rules or the HRC business rules in affect at time of entry in the DS.

       

      13.  All PS/DOS applicants that hold an Additional Skill Identifier (ASI) may

      submit for an exception to policy without regards to the listed MOS vacancies in

      paragraph 10a above.  Not all exceptions are favorably considered.

       

      14.  All PS applicants that hold MOS 42R who currently serve in the USAR/ARNG in

      the grades E-4 thru E-6 may compete for active duty vacancies on the USAREC Order

      of Merit List (OML).  Maximum AFS for each grade are as follows:  12 years for

      SSG, 8 years for SGT, 4 years for SPC.  Send exception request thru GCR as a

      grade determination.  Exceptions are not always favorably considered.

       

      15.  All PS/DOS applicants that are proficient in a language, as evidenced by

      DLPT results of 2/2 or higher, will also be considered as exceptions to policy.

      Language ability must not have been obtained by DLI attendance.  Languages that

      will be considered are Arabic (any dialect), Farsi, Dari, Pashtu, Chinese,

      Spanish, French, Russian, Tagalog, Hebrew, Indonesian, Serbo-Croatian, Urdu and

      Korean.  Applicants that have approved exceptions must successfully complete 35P

      AIT.  Basic training may also be required IAW AR 601-210.

          To add a little bit to this:

           

          According to the Army Times, while the above is targetted at those who are already MOSQ in one of the above MOS's listed by paygrade, "waivers may be authorized for those who require training." This means that if you do not hold an MOS that is being accepted you MAY be able to get a waiver provided that you qualify for one of those MOS's. Contact your local recruiter to ask them about that. The message obviously does not cover these waivers and the Army Times' article is very non-specific on this.

            Could someone please answer some questions about re-enlistment under these prior service rules?

             

            1. How long of a contract/service commitment does this option incur?

             

            2. I'm assuming that its "needs of the Army" when it comes to duty station;  Am I assuming right or could you pick your unit?

              1. I am unsure. I am assuming 3 years would be the minimum. but a recruiter could answer this better. I also think it would depend on if you are MOSQ or if you are going 18X. I am pretty sure that 18X incurs a 6 year commitment.

               

              2. If you are MOSQ, MEPS will provide you with a list of Duty Stations to select from based on where each MOS is needed. At least, that's the way it was the last time I was at MEPS for a PS applicant.

                gu11b,

                 

                My husband has started the process seeing that his MOS (E5 11B) came up in the latest update to the Prior Service Business Rules. We were told by the recruiter that you do not get to chose your duty station at all. We were also told it's a 3 or 4 year commitment.

                  Wow, they really opened up some MOSs for this issue of the Prior Service Business Rules. Those 11Bs out there are going to come flying back!

                    I have started the process already (31B) and just need my CO to sign my DD Form 368 then it's off to MEPS. From what I understand I will be able to choose from a list of duty stations. I am hoping for a unit that is deploying soon.

                     

                    Question:

                    I just got back into the Reserves in July 2011 after an 8 yr break in service (4yrs active/6yrs reserve) when I left as a SGT (E-5). Problem with going Regular Army is now my name gets taken of the promotion list (I got a reduction in rank to SPC due to break in service over 4 yrs) and I can't get promoted in the Reserves in the meantime before Oct 1.  I am wondering if MEPS or my recruiter can help me with my E-5 since I am fillng a need for the Army, that I was promoted to SGT once already and I meet the TIG requirements?

                      07carrera,

                      I highly doubt that MEPs or your recruiter can help with your E-5. You will have to meet the requirements for E-5 in your MOS, 31B. Since you will not be officially in the 31B active duty role until your ship date, you most likely cannot start the promotion process. And I've never heard of a soldier being promoted or going through the promotion process outside of their Chain of Command/NCO Support Channel.

                          the more I think about getting my E5 back prior to a board the more I realise it's a pipe dream. lol

                            I didn't say it, but your dream of getting your E-5 back before being assigned to a unit and attending a board is a pipe dream. Lol.

                              So let me see if I understand this correctly MAOakley,

                               

                              If someone who was E1-E4 and not MOSq and also required to be retrained that person would possibly be eligible/authorized a waiver for training?

                              I know the rules say 18x only for retraining but you kind of confused me with the whole waivers may be authorized for those who require training thing.

                                  I knew it was a matter of time before the cat got out of the bag. LOL

                                   

                                  The MILPER actually came out on 24APR2012 while I was at WLC. It's located on HRC.

                                   

                                  FYI, to any reservist looking to request your DD368 from your command; My commander signed mine last drill weekend which was this past weekend and I ran it up to the recruiters office only to find out that your commanders can no longer simply signoff on your release.

                                   

                                  It now has to be approved by the HQ of your command. New REGS I guess. My commander didn't even know this until the recruiter called and read him the REG.

                                   

                                  Also, the list that MAOakley posted is correct BUT, just because the MOS is listed and you may otherwise qualify, doesn't mean that you'll be getting it. It'll all depend on the day you go to MEPS and actually sit in front of the career counselor and get that training slot locked in and you have an actual class date with a signed contract.

                                   

                                  Ask MAOakley about his experience when had the rug pulled out from under him.

                                   

                                  I'm currently an 88M in the reserves and already started the process to go active and have spoke with a close friend who works at USAREC and he told me that since my current MOS isn't on the list, aside from the 88M requiring Airborne which I dn't have, I can re-class.

                                   

                                  So I have my eye on a couple of MOS of which I'm already qualified based on my ASVAB scores.

                                   

                                  So as soon as HQ approves my DD368, I'll be heading to MEPS with the hope that what happened to MAOakley, won't happen to me. LOL

                                    Congratulations on being eligible to go back Active. I definitely wish you the best of luck on getting released from Reserves and also the best of luck in your upcoming ventures.
